Staff Program Manager - Advanced Packaging Technology
Role Summary
The Staff Program Manager will lead very large-scale advanced packaging manufacturing projects from greenfield factory construction through tool procurement, integration, and high-volume production ramp. The role requires coordination across R&D, factory teams, vendors, EPC contractors, finance, and executives to deliver schedule, budget, yield, and quality targets.

Responsibilities
Accountable for delivering advanced packaging manufacturing programs on schedule, within budget, and with required production quality.
- Drive technology qualification and transfer from R&D to high-volume manufacturing.
- Coordinate greenfield facility construction; manage EPC contractor, architects, engineers, and sub-contractors.
- Ensure local code, safety, and regulatory compliance for site development and cleanroom build-out.
- Lead tool selection, international procurement, logistics, installation, and initial hardware qualification.
- Oversee production ramp: yield optimization, SPC, cycle-time, line balancing, automation, and SOP/training rollout.
- Manage multi‑billion-dollar CapEx/OpEx budgets and report status to executive leadership.
- Implement risk-mitigation for supply-chain, tooling, and labor constraints.
Requirements
Must-have technical skills, domain knowledge, and program leadership capabilities.
- 6+ years managing very large industrial projects, including greenfield construction and factory ramps.
- Deep technical understanding of advanced packaging and semiconductor manufacturing (heterogeneous integration, substrates, co-packaged optics).
- Proven track record transitioning a semiconductor facility from construction to high-volume production and meeting defect-density targets.
- Experience managing global tool and material vendors and complex international logistics.
- Strong operations knowledge: factory physics, statistical process control (SPC), yield management, and Lean methods.
- Advanced use of enterprise scheduling and program management tools (e.g., Primavera P6, MS Project).
- Financial acumen managing large CapEx/OpEx programs and communicating budget variances to executives.
- Exceptional stakeholder management and communication skills across technical and executive audiences.
Education Requirements
Master's degree in Engineering, Materials Science, or a related STEM field required; MBA preferred. Senior-level project management certification expected (PMP, PgMP, or equivalent).
