Silicon Engineering Operations Leader

Role Summary

Lead business operations and operational excellence for a global silicon engineering organization within Microsoft Cloud Hardware. Serve as the primary business partner to engineering leadership and own planning, financial governance, supplier strategy, PMO, analytics, and engineering support operations that enable scalable custom silicon development.

Experience Level

Senior-level. Typical expectations include extensive cross-organizational leadership experience; the role expects senior operational ownership and strategic influence (experience guidance below).

Responsibilities

Owner of the operational ecosystem supporting custom silicon development; deliver scalable processes, governance, and executive reporting to improve efficiency and business outcomes.

• Define and execute operational strategy, annual planning, OKRs, headcount and investment planning.
• Manage financial planning, forecasting, and governance for a multi-hundred-million-dollar operational portfolio.
• Lead supplier and commercial strategy, including vendor governance, contract optimization, and KPI/SLA tracking.
• Build and run a centralized PMO: governance, risk management, portfolio reporting, and standardized project methodologies.
• Develop operational analytics, dashboards, and KPI frameworks to inform executive decision-making.
• Lead centralized engineering support functions and drive engineering enablement and service-quality improvements.
• Sponsor AI- and automation-enabled solutions to increase productivity and automate repetitive workflows.
• Engage with executives and cross-functional partners (Finance, Procurement, Legal, IT, HR) to influence strategy and execute cross-organizational programs.

Requirements

Looking for proven operational leaders with technical program management, financial stewardship, supplier management, and analytics experience supporting engineering organizations.

• Significant technical operations or program management experience supporting engineering organizations; equivalent practical experience accepted.
• Demonstrated experience leading and delivering enterprise-scale cross-organizational initiatives and governance frameworks.
• Experience managing large operational budgets and financial governance for complex portfolios.
• Proven supplier and commercial management experience, including negotiations, renewals, and performance governance.
• Experience building and running PMO capabilities and standardized project execution methodologies.
• Strong business intelligence and analytics experience: designing dashboards, KPI frameworks, and executive reporting.
• Hands-on experience applying automation and AI to improve operational workflows and decision support.
• Ability to pass required security/background screenings and to meet export-control information access requirements.
• Willingness to work on a hybrid schedule (role is 3 days/week in-office) and travel up to ~25%.
• Nice-to-have: semiconductor/silicon engineering or hardware development experience, familiarity with EDA tools and large-scale engineering compute environments, and experience supporting global engineering teams.

Education Requirements

Doctorate, Master’s, or Bachelor’s degree in Electrical Engineering, Computer Engineering, Computer Science, or a related technical field are specified options (degree + years of technical experience combinations are listed in the source). Equivalent practical experience is explicitly accepted. Advanced degrees such as an MBA or other graduate degrees are listed as preferred.
