Role Summary

Lead complex, cross-functional technical programs within GF Labs to deliver strategic semiconductor and emerging-technology initiatives. The role drives program execution, aligns technical delivery with business objectives and financial governance, and serves as the integration point between engineering, manufacturing, business teams, and external partners.

Experience Level

Senior — 10+ years of experience in semiconductors, advanced technology development, or manufacturing.

Responsibilities

Accountable for end-to-end program delivery, governance, and risk/financial management of strategic GF Labs projects.

  • Lead programs from concept through completion, defining milestones, reviews, and decision gates.
  • Coordinate across device engineering, process integration, process engineering, advanced packaging, design enablement, and manufacturing.
  • Develop and maintain business cases, budgets, cost tracking, and ROI transparency with R&D finance.
  • Plan and secure customer NRE funding and coordinate with Business and Sales teams as needed.
  • Communicate technical and financial status to executive stakeholders and ensure external commitments align with internal capability.
  • Identify, quantify, and mitigate technical, schedule, manufacturing, and financial risks; drive issue resolution.
  • Continuously improve technical program management practices for emerging technologies.
  • Act as an SMTS-level technical leader and mentor to junior program managers.
  • Serve as integration point between GF Labs, business units, and external partners.
  • Perform work in compliance with Environmental, Health, Safety & Security programs.

Requirements

Must-have technical program management experience and domain knowledge in semiconductor development and manufacturing.

  • 10+ years of experience in semiconductors, advanced technology development, or manufacturing.
  • Demonstrated track record leading complex, cross-functional technical programs.
  • Strong understanding of semiconductor manufacturing and technology development lifecycles.
  • Ability to integrate technical execution with business and financial considerations.
  • Experience developing business cases, managing budgets, and reporting to executive stakeholders.
  • Experience with risk management and structured issue-resolution processes.
  • Preferred: project management certification and experience with government-funded or academic research programs, emerging/non-traditional semiconductor platforms, or quantum semiconductor work (listed as nice-to-have).

Education Requirements

Required: Bachelor’s degree in Engineering, Physics, Materials Science, or a related technical field. Preferred: advanced degree (MS or PhD) in a relevant technical discipline and/or an MBA or formal training in finance/business. Project Management Certification listed as a preferred credential.
