Director, Engineering Operations – Project Enablement

Role Summary

Lead the Project Enablement organization that readies engineering programs for semiconductor development, covering project startup, operational readiness, engineering infrastructure, IP governance, and compliance.

Build the strategy, operating model, governance, and scalable capabilities to improve engineering efficiency and ensure teams have the tools, access, and processes to deliver.

Responsibilities

The director will lead a global team and partner across functions to enable engineering projects, manage governance and risk, and drive operational performance.

  • Set vision, strategy, operating model, and governance for Project Enablement aligned to engineering and business priorities.
  • Lead, hire, develop, and retain a distributed global engineering operations team; drive succession planning and capability building.
  • Oversee project startup and operational readiness to ensure consistent, compliant onboarding of engineering programs.
  • Drive standardization, automation, and continuous improvement across processes and tools supporting engineering delivery.
  • Establish and maintain governance for onboarding, reporting, compliance, IP management, and contractor/vendor enablement.
  • Partner with Engineering, IT, Legal, Trade Compliance, Procurement, HR, Security, and external partners to remove barriers and align priorities.
  • Define and track KPIs for operational efficiency, quality, compliance, and customer satisfaction; use analytics to guide investments.
  • Represent the organization to senior leadership and communicate operational health, risks, and strategic initiatives.

Requirements

Must-have skills and experience required to perform this role.

  • 15+ years in Engineering Operations, Technical Program Management, engineering infrastructure, or related leadership roles in semiconductor or technology industries.
  • Proven experience leading and developing high-performing global teams, including hiring, coaching, and mentoring.
  • Strong knowledge of semiconductor (ASIC/SoC) development workflows, engineering infrastructure, and collaboration environments.
  • Experience with project enablement, export compliance, third-party IP governance, and contractor/vendor management.
  • Track record building scalable operating models, governance frameworks, and enterprise-wide operational improvements.
  • Experience driving automation, operational analytics, and process optimization using tools such as Power BI, Python, or similar.
  • Strong executive communication, stakeholder management, and influencing skills in matrixed organizations.

Nice-to-have:

  • Prior leadership of Engineering Operations or Project Enablement within a global semiconductor company.
  • Experience managing geographically distributed teams and leading enterprise automation or digital transformation initiatives.
  • Familiarity with Lean, Six Sigma, or other continuous improvement methodologies.
