Role Summary

Lead a global Project Enablement organization responsible for engineering project startup, operational readiness, infrastructure enablement, IP governance, and compliance for semiconductor development programs. Build the strategy, operating model, and governance to ensure engineering teams have the tools, access, and processes to deliver at scale.

Responsibilities

Accountable for building and operating a scalable Project Enablement function that improves engineering efficiency while enforcing governance and compliance.

• Lead, hire, develop, and scale a distributed global engineering operations team.
• Define vision, strategy, operating model, and governance for project enablement aligned to engineering priorities.
• Oversee project startup, operational readiness, and enablement of engineering infrastructure and collaboration environments.
• Drive standardization, automation, and continuous improvement across processes and tooling.
• Establish and enforce governance for onboarding, reporting, export compliance, IP governance, and data protection.
• Partner with cross-functional stakeholders (Engineering, IT, Legal, Sourcing, HR, Security, Finance) to remove blockers and align priorities.
• Define and track KPIs for operational efficiency, quality, compliance, and customer satisfaction and use analytics to inform decisions.
• Represent the organization to senior leadership and communicate operational health, risks, and strategic initiatives.

Requirements

Must-have skills and experience required to perform in this role.

• 15+ years in Engineering Operations, Technical Program Management, engineering infrastructure, or equivalent leadership roles, preferably in semiconductor or technology sectors.
• Proven experience building and leading high-performing global teams (hiring, coaching, succession planning).
• Strong understanding of ASIC/SoC development workflows, engineering infrastructure, and collaboration platforms.
• Extensive experience with project enablement, export compliance, third-party IP governance, and contractor/vendor management.
• Track record of designing scalable operating models, governance frameworks, and enterprise operational improvements.
• Experience driving automation, operational analytics, and process optimization; familiarity with tools such as Power BI, Python, or similar.
• Strong executive communication, stakeholder management, and influencing skills across matrixed organizations.

Nice-to-have:

• Experience leading Engineering Operations or Project Enablement in a global semiconductor company.
• Experience managing geographically distributed teams and enterprise-wide automation or digital transformation initiatives.
• Familiarity with Lean, Six Sigma, or continuous improvement methodologies.
