PMTS Technical Program Manager — GF Labs Strategic Projects (Quantum Program PMO)
Role Summary
Lead and deliver complex, cross-functional technical programs within GF Labs that enable strategic semiconductor and emerging-technology initiatives, including quantum semiconductor efforts. The role coordinates technical teams, manufacturing, business stakeholders, and external partners to align technical delivery with business and financial objectives.
Experience Level
Senior-level. Requires 12+ years of experience in semiconductors, advanced technology development, or manufacturing.
Responsibilities
Manage program execution, governance, risk, and stakeholder communication across GF Labs and partner organizations.
- Lead end-to-end execution of strategic GF Labs programs from concept through completion.
- Coordinate across device engineering, process integration, process engineering, advanced packaging, design enablement, and manufacturing.
- Establish program milestones, governance, technical reviews, and decision gates.
- Develop and maintain business cases; partner with R&D finance to ensure budget alignment, cost tracking, and ROI transparency.
- Coordinate planning and forecasting for customer NRE and align external commitments with internal schedules and budgets.
- Identify and mitigate technical, schedule, manufacturing, and financial risks; drive structured mitigation and issue resolution plans.
- Act as a technical leader and mentor junior program managers; improve program management practices for emerging technologies.
- Communicate technical and financial status clearly to executive stakeholders and serve as an integration point between GF Labs, business units, and external partners.
Requirements
Key required skills and experience to perform the role.
- 12+ years of experience in semiconductors, advanced technology development, or manufacturing.
- Demonstrated experience leading complex, cross-functional technical programs.
- Strong understanding of semiconductor manufacturing and technology development lifecycles.
- Proven ability to integrate technical execution with business and financial considerations.
- Experience working in a matrixed, global organization and influencing without direct authority.
- Experience with business/finance or accounting processes as they relate to program management.
Nice-to-have:
- Experience with emerging or non-traditional semiconductor platforms and with government-funded or academic research programs.
- Experience in quantum semiconductor projects.
Education Requirements
Required: Bachelor’s degree in Engineering, Physics, Materials Science, or a related technical field. Preferred: advanced technical degree (MS or PhD) and/or an MBA or formal training in finance/business. Project management certification is listed as preferred.
