MTS Technical Program Manager 6 Quantum Technology Solutions
Role Summary
Lead and drive cross-functional technical programs within GF Labs to deliver strategic semiconductor and quantum technology initiatives. The role ensures technical delivery aligns with business objectives, schedules, and financial governance.
Work across device engineering, process integration, packaging, design enablement, manufacturing, business teams, and external partners to execute programs from concept through completion.
Experience Level
Mid-level 6 requires approximately 5+ years of relevant experience in semiconductors, advanced technology development, or manufacturing.
Responsibilities
Manage technical programs end-to-end and coordinate technical, business, and financial stakeholders to deliver on schedule and budget.
- Lead end-to-end program execution: planning, milestone definition, governance, technical reviews, and decision gates.
- Coordinate across device engineering, process integration, process engineering, advanced packaging, design enablement, and manufacturing.
- Create and maintain program schedules, risk registers, mitigation plans, and status reporting to executive stakeholders.
- Develop and maintain business cases, coordinate budget alignment, cost tracking, and ROI analysis with R&D finance.
- Ensure customer NRE and external commitments are planned, funded, and synchronized with internal execution capability.
- Identify, escalate, and resolve technical, schedule, manufacturing, and financial risks.
- Drive improvements in technical program management practices for emerging technologies.
- Act as an MTS-level technical leader influencing senior technical and business stakeholders.
- Perform work in compliance with Environmental, Health, Safety & Security requirements.
Requirements

Must-have
- 5+ years experience in semiconductors, advanced technology development, or manufacturing.
- Demonstrated experience leading complex, cross-functional technical programs.
- Strong understanding of semiconductor manufacturing and technology development lifecycles.
- Experience integrating technical execution with business and financial considerations.
- Familiarity with business, finance, or accounting concepts relevant to program budgeting and ROI.
- Proven communication and stakeholder management skills with executive-level reporting.
Nice-to-have
- Experience with emerging or non-traditional semiconductor platforms and quantum semiconductor work.
- Experience working with government-funded or academic research programs.
- Project Management Certification (e.g., PMP) or equivalent.
- Formal training in finance or business management (e.g., MBA).
Education Requirements
Required: Bachelors degree in Engineering, Physics, Materials Science, or a related technical field. Preferred: advanced degree (MS or PhD) in a relevant technical discipline and/or an MBA or formal finance/business training. Project management certification is listed as preferred. Equivalent practical experience may be considered where stated.
